[vox-tech] sound, kde, xmms, arts

I had the same problem with Arts and XMMS (same symptoms for Xawtv).
However, I FIXED the problem by switching from OSS sound drivers to Alsa.
It sounds like you're using Alsa, so that can't work.

I still have a weird problem with XMMS and Arts - whenever I click play
for the first time in a KDE session, I have to wait about a minute before
anything happens.  What's up with that mysterious latency?

What about recompiling upgrading XMMS so that it can know about your other
recent changes?  This may sound like a dumb suggestion, but you said
yourself _when i upgraded, this happened..._

There is a 1.2.9 available that apparently fixes an Alsa bug (with Fedora,
but it may be effecting you too): http://www.xmms.org/
