[vox-tech] machine fails to post

My positive results reported in my last message were premature :-(. I now
cannot get any sign of POSTing from the board, with or without RAM, with
CMOS cleared, with all hardware removed, on paper, etc.

So it looks like a new board is in my future :-(.
