If those individual files are inside a triplet of sibling subdirectories
'cur', 'new', and 'tmp', then that is indeed Maildir.

There are many utilities that will convert Maildir to Thunderbird's
exact variant of mbox (one called 'mboxrd', technically).  One from
Python's 'mailbox' library is covered here:
