Before swapping hardware, read:

which looks familiar.  As Ken states, look for IDE options in BIOS.  Make
sure IDE is not disabled.  If it says "legacy" try changing the option.

Come to think of it,

   /proc/interrupts

should show that IRQs 14 and 15 are given to IDE0 and IDE1.  If you see that
IDE0 and IDE1 aren't given interrupts, then we've discovered something
important about your problem.
