/etc/resolv.conf is a PITA when working with DHCP daemons. Install the 
resolvconf package. Then read the documentation for how to modify your 
/etc/network/interfaces file to work with it. I think you might 
accomplish the trick by adding the 127.0.0.1 name server entry to the 
configuration stanza for interface lo. (I don't think that 127.0.0.1 
gets added merely by virtue of bind being installed, but I could be 
wrong.)
