Charles,

  You are probably looking for the "Edit -> Preferences -> Navigator
(main item) -> When Navigator starts up, display -> Last page visited".
This defaults to home page, and also has a blank page option.

  This only effects ctrl-N, not ctrl-T... let me know if that works.
