grasping at straws because i have no idea....

* does your motherboard use the amd76 chipset?  i noticed a kernel config
option in char devices "AMD 76x native power management".   there's no
help for it, and offhand i don't know what it does.  you might want to
google for it.

* do you have SMP compiled into your kernel?  some power management
features are turned off when you have SMP compiled in (note: you don't
need a dual CPU machine to have SMP compiled into your kernel).

* what is the output of "grep -i .config CONFIG_APM" for your kernel's
.config file?

* after you shut off your machine, are you SURE it's powered off (as
opposed to sleeping/suspended)?

* after you shut off your machine, disconnect the mouse and reconnect
it.   does the light stay on?  or does it shut off?
