[vox-tech] cvs: directory CVS specified in argument

found the answer.

somehow, "CVS" became an entry in the subdirectory CVS/Entries file.
deleting this entry in the file fixed the problem.

despite being in Entries, the CVS/CVS directory didn't actually show up
because cvs recognized the problem with the Entries file.
