Not for PII, but how about Shuttle FV24?
It's small and came with hi-quality lo-noise case/pw fan.
Using via C3 (.15 or .13 micron), you can operate it w/o a cpu-fan.

FV24 has everything + Al case.
Another choice is SiS630 (e.g. ECS P6ST*) w/ onboard everything.
It costs around $55.
I personally ran duron 750 underclocked to 500, but it stell needed a fan.
Maybe XP underclocked don't need a fan.
