[vox] LUGOD.org website down

I've had to do some pretty aggressive firewalling to stem some nasty spam
floods recently, so it's also possible that some people have been
inadvertently caught in that mess. If anyone is having trouble accessing
https://www.lugod.org/ please shoot me a direct email with your IP (or at
least IP block) and I'll take a look.
