The Treasury Department has a regulation allowing for travel
under a general visa. See the following:

Aeromexico has flights that you can schedule to go directly 
to Havana. You just have to declare that you are travelling under
a general visa.

This conference is in Vedado. It's a really nice area of Havana. 

I have been to Cuba several times and I can tell you that free
software is widespead throughout Cuba.
