Depends on how it's failing.

If you can still access the drive via USB (i.e. it's showing up as /dev/sdX
or something similar), and it's just not showing a valid filesystem (maybe
the partition table is corrupt?), there are tools like PhotoRec that can
recover files in such circumstances.
