There are many "affordable" rental units in Davis for people with "low 
income".  Check this out:

Usually there are some restrictions in addition to income limits such as 
the apartment can't be comprised solely of full-time students, but if 
you can get around that you're set.

I recently bought a condo in Davis through one of these programs. ;-)
