It might be best not to attack the MS issue.

Just present the following items:
 if issues of virus or OS security arise, the LTSP concept is designed to be 
quicker to response since there would be typically only two kernels to 
maintain, the server and the one that is pushed out to the desktop.  Rather 
than the current process of touching the number of PC that have to be 
repaired.  Yes, setting up a SMS system can be take on a solution, but it is 
not the nicest thing to setup.

After a point the school will have to upgrade the PC hardware whether by 
broken hardware or by obsolescence by new software requirements.   when the 
next OS release is required to run the programs used. If the PC needs to be 
replaced the new disk less PC can be as little as $300, without monitor, 
again no need to worry about software licenses.

If the issue of MS license is $27/seat calmly state that this can match that, 
but don't bring up the license until they do..  If pressed on price tell them 
around $5-10/seat at the worst case, sometimes when something is free if 
frightens people in thinking "It can't be any good."

Try to present the overall picture of less management needed to maintain the 
system in total. Also mention, the number of free software titles that can do 
the job.  CDROMs, floppies etc can be turned off, kids have less of a chance 
to "break" the PC because there is no software they can change.

I feel it is best to be up front and state that if you really, really feel 
that MS is the ONLY way to go, then this may not be a direction to look.  But 
(if you are willing to do this) see if they are willing to do a evaluation 
project to determine if it can work.  Assure them that the PC to use will not 
be damaged, just hard drive will not be accessed for a time being.
