[vox] Throttling router?

Is there such thing as a throttling router?  I share my DSL connection
with several other computers, and my ssh session lags like there's no
internet when another computer is uploading.  It'd be nice to get a router
that can dynamically throttle uploading from an IP when other computers
are downloading.  Is there such a router?  Is that even physically
possible?
