i think this guy is for real.  he dresses up like a superhero, in blue
spandex, gold underwear and a cape.  you call his hotline number if your
car gets "clamped" (here in the states we sometimes call it being
"booted").

he shows up in his superhero uniform and frees your car in an act of
civil disobedience.

he even had a sidekick midget, like a robin or a non-evil mini-me.
