I upgraded to a 2.5 series of spamassassin and that helped a bit.

Next, I started looking into some RBL stuff. (Still trying to tune this.)

Also, I have qmail configured to not accept delivery if sender != rDNS/rMX

Finally, I started asking my users to forward spam to a special account:
I asked my users to forward to me any mail that was spam and got passed
SpamAssassin. Then I look at this e-mail and add either site-wide
blacklist entry for the source, host, or entire domain, with the list of
blacklisted sources, hosts, or domains available via a cgi.

With all of the above, I am now down to 1 spam message every 2 days
getting through, and I get from 50 to 200 pieces of e-mail per day, plus
abouyt 60 pieces of spam caught by the filters or "dealt with" in an
automated fashion.

I encourage my users to "whitelist" the users in their own addressbook,
and by using SquirrelMail with the SpamAssassin plugin (modified) my users
can control their own whitelists and black lists while looking at their
mail!

The nice part, is the spam that gets through is often *really* from the
site it claims to come from. Cases where users have used AOL, or Yahoo, or
?? to spam through all my filters permits me to have spamcop deal with
them. :-)

One comment I have on the national and CA registries:
If the list process is found to be unconstitutional or illegal, do you
think the telemarketeres will be able to get these lists (as gov docs) and
then know who to bug?
