[vox] Tools for disabled

I used a program called Festival, a text-to-speech program, some time ago
for a personal project.  It could be useful as a tool for the disabled.
The program is not GPL but I think it's open-source.  Free at least.  Look
for it on the Internet; I'm sure you can find it.
