Yes and no. I just set my nephew up with a P233 64Mb ram (okay, so a
little more powerful than yours, but not much) using icewm and mozilla.
For most websites, it runs great. If you're even wanting more slim, try
epiphany (i don't think it supports ssl, though) from gnome 2.2.

That would be nice.

IceWM would be very easy to lock down because you can make the start
button toolbar go away, there are no icons on the desktop, and it's
seriously lightwieght. I'm not sure about Epiphany, though. Also, their
is the phoenix offshoot of mozilla to consider as well.
