Not an outcome seen here.  Doing the exact same sequence of events, I
immediately get:

www.google.com cookie: P=ID=ce3584dffdc1e5b5:TM=119  Allow? (Y/N/Always/neVer)

You might want to try using some of lynx's -trace options.
