I know nothing about Zope or Plone, but I'm guessing you can use Zope
WITHOUT Plone, so the Debian (Ubuntu?) packagers separated them.
(No sense in forcing an install of Plone for folks who don't need/want it.)
Then they just make Plone 'depend' on Zope.

The "coming with Zope" on Windows and Mac is probably just to make it
easy for Windows & Mac users.  (Just like how so many apps include DLLs of
libs that a Debian user would simply "apt-get install" _one_ copy of :^) )
