Assuming it doesn't, my guess would be that you have a firewall enabled
that is blocking inbound traffic (that is, traffic not in response to
requests by the Linux system).  You can confirm this with "ipchains -L" or
"iptables -L", but you'll need to investigate how those rules are enabled
so you can add a hole for tightvnc.
