After poking around a bit, I found http://bugs.debian.org/95480, 
#95480: sysklogd; stops login, cron, sshd, everything that changes the user
which seems to describe the problematic behavior (although he's found
it unrepeatable)

in a desire to keep my system working, I have switched to syslog-ng.
