[vox-tech] Is dselect still a package?

I just installed debian (again and again...).  I was reading about dselect,
but its not on my system, I did a apt-cache search dselect but there is no
package called that.  The dselect how-to (debian doc project) is
unmaintained.  Is dselect still a tool, if so what package do I need to
install to get it?
