I take it, it is version 8.1.6.0.0 ?  I've had the same thing happen too in
the past, (as silly as this may seem) you might want to copy (and expand if
its zipped) the distribution to a hard drive (I remember this helping me).

Just a sidenote, 816 is out of date, you can download 8.1.7 & 9i off
oracle's site
