[vox-tech] Quotas on RH7.2

Yeah, the how-to says to use quota.user and quota.group, and I put those
there and it didn't work.  So I did a man on the quota stuff and they said
it checks aquota.user and aquota.group, so I changed the file names to
those.  That's when I get the invalid arg error.
