John, you may want to review the Compiere OSS ERP project. They've been making significant progress, and it's possible they have most of the features you need. Here is a link to the Compiere project.

The project currently requires Oracle 9i, which goes counter to your MySQL spec, but Compiere is gradually moving away from being tied to Oracle. So MySQL should be a future option. Here is a link to their discussion about this process and the cost of Oracle.

There are also hosting and third part support options, so your client doesn't have to host Compiere internally and has external companies to turn to in a pinch.

The project seems to have been adopted more rapidly in Europe, even though Compiere is here in the US. But my impression is that it's now started to get traction here in the US as well.
