[vox-jobs] help with a mailto url

i want to apply for this job (can you believe this url?):

and i want to email the application/resume because i dont' really trust
web resume submissions.  so i click on "Send Email Now", which is a
mailto link which brings up an xterm running mutt:

   SGD_CBCB@apply.careerbuilder.com?subject=CareerBuilder: Ref.PPE%20-%20Cons

but my email gets bounced with the following error:

   A message that you sent could not be delivered to one or more of its
   recipients. This is a permanent error. The following address(es) failed:

      Ref.PPE%20-%20Cons@dirac.org
   unknown local-part "ref.ppe%20-%20cons" in domain "dirac.org"

so mutt is not honoring the "?subject=" thing as being the email's
subject.  i just want to make sure: the above mailto link should send
email to the recipient:

   "SGD_CBCB@apply.careerbuilder.com"

with a subject of:

   "CareerBuilder: Ref.PPE - Cons"

that is, the "%20"'s get turned into spaces.  right?
