[vox-if] August IF?

Seth Nagao will be coordinating for August, or will be finding a fill-in 
coordinator.  His current job takes him away from Davis for ~1wk at a 
time.  I think we should have an IF in August because we won't in September.

Also, can you update the October dates on the website?  Currently we are 
planning for Sat Oct 9 (not 16) and Sun Oct 17.
